I have usually done best by starting my minnows about midway between surface and bottom. If I have two tip ups, I set one midway, and the other about 3' above bottom. An additional trick: If using a sucker minnow, set it high and trim the tail: Suckers swim towards the bottom, so setting them high and cutting the tail makes them struggle more. With shiners, set them low: shiners seem to either swim up, or on the level.
