I've had some really good success using BIG minnows, I don't use any sinkers what so ever I let the minnow out just a short ways below the bottom of the ice allowing light shining into the hole to illuminate the shiner. Works best on overcast days as too much light has the opposite effect, also very shallow no more than 4 feet.
