I have usually done best by starting my minnows about midway between surface and bottom. If I have two tip ups, I set one midway, and the other about 3' above bottom. An additional trick: If using a sucker minnow, set it high and trim the tail: Suckers swim towards the bottom, so setting them high and cutting the tail makes them struggle more. With shiners, set them low: shiners seem to either swim up, or on the level.

Im from Harrisville N.Y and fish a lot of lakes and ive found that putting the minnow just one foot under the ice works best for me . theory, pike eyes are on top of there head when they feed they come off the bottom searching, also the light through the ice whole enhances the minnow. I am a firm beleiver in big minnows.

I fish a lot of small to medium sized lakes in Michigan. If you can see the tops of the weeds, I'd try to set a large shiner about a foot above them. If not, start from the top and work your depth down. I use a single triple 00 hook hooked between the dorsal fin and tail. Give him time to swallow the bait!Good Luck.

I fish New England waters and use single hooks only size 4 or 5, this is what I am useing now and caught over 40 northerns today with two other friends with 5 over 3 pounds. All catch and release!! Smaller hooks may be better. Treble hooks hang in the weeds too easily. As for depth it really all depends on depth you are fishing and ice thickness. depths of 3-10 foot produce excellent pike results and fish just under the ice or above the weeds pike see above much better.
